The Military Spouse Career Advancement Accounts (MSCAA) provides military spouse education benefits as mandated by Congress under the 2009 Defense Authorization Act. This is now a permanent program. The program is intended to assist spouses of DoD personnel obtain qualifications which will improve their access to the job market throughout the world.
The courses envisaged emphasize portability and marketability. So that it is likely good job opportunities will exist in abundance anywhere in the world. Approved qualifications include degrees and other professional qualifications. Expenses which are covered in terms of the program are course fees, licensing and any fees for credentialing.
Items which are not covered include computers, application fees, graduation, and membership costs as well as a range of other expenses such as child care and parking. Currently a lifetime limit of $6000 for this benefit applies. Unfortunately, the Coast Guard service does not fall under this scheme.
Spouses who qualify for these benefits are those of members of various service branches falling under the Defense Department who are on Active Duty. Under certain circumstances, those married to Reserve personnel pr members pf the National Guard may also qualify. In addition, the spouses of those severely injured, wounded, or killed also fall within the provisions of this scheme.
A problem is that service postings can change suddenly, without warning. Because it is so flexible, most of those eligible find prefer online college tuition. It can easily be continued wherever in the world a married couple might be posted, ideal to cope with the uncertainties of the military life. Luckily most of the approved training is readily available online.
This is a helpful program, although not comprehensive. With better qualifications, a new world can open up for spouses and they will be better prepared to cope with the lives of family members of active duty personnel.
